Dear Friends and Neighbors,

It has been the privilege of a lifetime to represent many of you in the state Senate in St. Paul. I am very excited to meet those of you who are new constituents redistricted into Senate District 14. As a candidate I offer you a proven record of bring people together – working across the aisle – to solve real problems and make a difference in people’s lives.

Our district includes all of Dodge County, parts of the city of Rochester, and parts of Olmsted County, including Byron, Stewartville, all of Kalmar, Rochester, Salem, Rock Dell, and High Forest Townships, and parts of Cascade and Marion Townships.

I have been driven by the belief that government must be responsive, as efficient as possible, and effective. I hope you will review my record and history of active community engagement and proven leadership.

I have consistently fought to advance educational opportunity by delivering historic school funding and reforms. I have brought people together to reduce taxes, fight inflation, improve access to affordable healthcare, champion community safety, support funding for safe roads and bridges, and to protect our environment.

I am a committed public servant and will continue to work hard for the people I represent. I look forward to meeting you, hearing your concerns, and getting your input on how to make our district and state the best place to live. I hope to earn your support!

On the Issues

Reducing Taxes and Inflation

Carla brought people together to create historic tax-relief to help Minnesotans combat crushing inflation including eliminating the tax on social security benefits, cutting income taxes, and tax credits for paid family leave and childcare.

Supporting Safe Communities / Fighting Crime

Carla championed support for more good police officers and tougher sentences for repeat violent offenders. She authored successful Safe School Aid to help keep our kids safe.

Supporting Excellence in Education

Carla delivered significant school funding with reforms and supports to help kids read and catch up from learning loss. She knows parents are the first and most influential teachers and has long been an advocate for parental involvement in education.

While Carla’s opponent says education funding hasn’t kept up with inflation, the facts say otherwise. According to the Bureau of Labor Statistics, the total inflation rate since Carla has been in the Senate is 32%. During that time, state of Minnesota funding for Early Childhood Education has tripled and K12 funding has nearly doubled.

Carla has championed high value workforce development education programs such as Cradle to Career, Bridges to Healthcare, and Dual Training Pipeline. She led the adoption of the highly successful P-Tech, a public-private partnership creating pathways to high demand careers. Carla supported Workforce Scholarships for students in programs that lead to jobs in healthcare, manufacturing and law enforcement.

Working to improve Healthcare

Carla is a watchdog for patient centered high quality healthcare. Carla fought to protect consumers against surprise billing to help hold down premiums. She championed the landmark mental health bill to make mental healthcare more accessible. She is committed to funding wage increases for workers in group homes and long-term care facilities. Carla authored legislation to allow importing lower cost Canadian drugs and block insurers from forcing patients to change medicines.

Protecting Our Environment

Carla is committed to protecting our environment and received the Environment Legislator of Distinction Award by the Coalition of Greater Minnesota Cities for her focus on scientific driven environmental policy. She championed the Clean Energy First Act to help our state develop a clean, diverse, and flexible energy portfolio and ensure it is affordable and reliable for all Minnesotans.

Funding Transportation

Carla supported essential funding for roads and bridges including new funding for township roads. She helped pass the expansion of Highway 14 and is dedicated to securing a full and safe intersection at its County 44 junction.

Republican and Democrat governors alike have appointed Carla to key state boards that demand bipartisan cooperation. Carla has been appointed to:
